LOS ANGELES—The Biden administration issued an Executive Order mandating that 50 percent of all new vehicle sales be zero-emission vehicles (ZEVs) by 2030. The Executive Order also includes proposals for new federal tailpipe pollution standards through 2026, which will be followed by even stricter requirements in following years.
